Thesis

Hi, I have to write a 80-pages-thesis divided in 3 parts (please, find attached my plan). My thesis deals with the opposition movements and reactions against the Industrial Revolution in Great Britain and in the United States. However, I do not know what to write in part III, I am at a complete lost. Regarding my parts, my Professor is advising me to start with the opposition movements in part I, but am not supposed to give the context first in part I and then deal with the opposition movements in part II? Moreover, the introduction needs a main question(as the thesis will be the answer of this question) but I have no idea of what question I could ask. Regards,
