Economic conditions played an important role in the outcome of the Civil War. The North had much better access to resources and industry, which allowed them to better equip their armies and produce more weapons. This gave them an advantage over the South, which had fewer resources and less industrial power. Also, because the Union had to pay for the war, it was able to raise money through taxation, borrowing, and monetary policy. The South, on the other hand, was unable to do this and eventually succumbed to economic attrition. In regards to Charles I forcing the Civil War on Parliament, it is important to consider the circumstances. Charles I had a acrimonious relationship with Parliament, due to his autocratic rule and mismanagement of tax revenues and other state matters. He also actively sought to increase his own powers, while diminishing the powers of Parliament, leading to open conflict between the two sides. As a result, yes, it can be argued that Charles I did force the Civil War on Parliament in an attempt to gain more control. However, it is important to also consider the other side of the conflict, as Parliament was also very much to blame for their refusal to compromise with the King and their insistence on certain constitutional limits.
