Although technically black people could vote freely, in fact, due to the adoption of the so called "Jim Crow" laws, Afro-American people needed to pass litercay tests before they could realize this civil right. Because of the high rates of illiteracy among Afro-American people, many of them could not participate in socio-political rights, and their rights were infringed upon.
