The territories in India that do not enjoy the powers of a state are union territories. These include Chandigarh, Dadra and Nagar Haveli, Lakshadweep, Daman and Diu, Puducherry, Andaman and Nicobar Islands, and Delhi. Union Territories are those parts of the country that are still under the direct administrative control of the Central Government. The powers of the State Governments are vested in the Central Government for the Union Territories. The Central Government has to take all decisions on behalf of the Union Territories in legislative, executive and judicial matters.

There are some units of the Indian Union which enjoy very little power. These areas are too small to become an independent state but which could not be merged with any of the existing states as well. The areas like Chandigarh, Lakshadweep or the capital city of Delhi are called Union Territories. These territories do not have the powers of a State. The Central Government has special powers in running these areas.
